When the Public Environment Research Center (IPE), domestic green environmental advocate and an NGO, was heard to offer a "pollution map" app, ChinaCache immediately sent its professional team to visit this organization, hoping to make its contribution by solving IPE’s network technical problems during fog haze data collection. After further communication, it was learnt that the organization had limited technical personnel, with weak app operation and maintenance capacity. Especially after the broadcasting of “Under the Dome”, huge amounts of enthusiastic netizens have got to know and started to download the "pollution map”, making the APP facing serious network congestion instantly, worsening its originally weak network resources and technology. When knowing CDN technical support was needed urgently by IPE, ChinaCache immediately decided to provide the "pollution map" app with mobile terminal dedicated network acceleration service - MPlus. MPlus is a mobile Internet solution launched by ChinaCache in 2015, enabling mobile acceleration solution to efficiently improve its performance by integrating operators’ rear traffic resources and applying technical means to combine flow pool and mobile acceleration products, effectively solving big network technical challenges faced by IPE. At present, the service has been fully prepared to start.

It is known that the IPE is a research organization in public benefit environment. Since its establishment in June 2006, IPE has collected and released public environmental information from the government, developed and run Chinese pollution map database, promoting environmental information disclosure and public participation, calling for the people to protect the environment, looking for ultimate power to eliminate pollution, and improving environmental governance mechanism.
